Millions of eligible kids not covered by health insurance

September 5, 2000

NEW YORK – Roughly 7 million uninsured U.S. children who qualify for the Children's Health Insurance Program (known as CHIP) or Medicaid do not receive coverage because their parents believe their family incomes are too high, according to a poll by the Wirthlin Group for the Robert Wood Johnson Foundation.

However, parents whose children qualify for free or low cost health insurance say they would have enrolled their children if they thought they met eligibility requirements. An estimated 11 million children qualify for the program.

Eligibility for the program varies from state to state. However, most states set the yearly income level for a family of four at around $30,000.

CHIP was established in 1997 to cover children in families that earn too much to qualify for Medicaid but not enough to afford private health insurance. About 2 million children were enrolled in CHIP in 1999.
